麻豆精选 council will consider the process of designating private property with a park future land use as it takes another look at the North End Plan (NEP).
Staff will present council with a report at its Mar. 11 meeting, with a focus on Manhattan Point Park, outlining the implications.
Manhattan Point Park
Manhattan Point Park includes three properties owned by the city, with another currently designated as park.
鈥淭he NEP Parks Strategy adds four additional properties in this location to those already owned by the city, or designated in the Official Community Plan (OCP),鈥 the report states. 鈥淭hese properties would provide access to the north end of Manhattan Beach.鈥

South Manhattan Beach Park
One property has a future land use as park, and the NEP adds six more properties that feature the same southwest-facing beach as the properties to the north.
鈥淭ogether, these two parks will add two unparalleled beach park experiences to 麻豆精选鈥檚 鈥楽apphire Necklace鈥 of waterfront parks,鈥 the report says.
Property owners with a future land use park designation are not obligated to sell their property to the city, as it looks to acquire park-designated properties as opportunities arise.
According to the report, if a land owner chooses to sell their property to the city, the 鈥渢erms are based on fair market value, often as determined by an independent, third-party appraisal professional.鈥
The park designation doesn鈥檛 change or interfere with how a property owner uses their land.
The report states that affected property owners will be made aware of the situation, the rationale for the proposal, and relevant legislation, procedures, and processes.
